Berger Foundation/The Keith Companies – Thousand Palms Zoning District – Western Coachella Valley Area Plan – 4th District.  Recommendation of Planning Commission for Tentative Certification of the Environment Impact Report No. 470; Tentative Approval of GPA 707 to change the designation from that specified within SP 151, Amd. 2, to the use designations included within SP 343; Tentative Approval of SP 343 for the development that includes a 245.9 acre resort golf course and associated clubhouse and other amenities; 970 residential units on 45.7 acres; a 350-room golf resort hotel; a 69.6-acre research and development park containing 1,200,000 SF, 750,000 SF of office/Commercial space on 72.2 acres, and parking, landscaping and utility improvements; and, Tentative Approval of ZC 7002 to change the text of the zoning classification contained within SP 151, Amd. 2 to new zoning classifications to be included in SP 343.

 

16.2     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on CHANGE OF ZONE 7156/PLOT PLAN 20519 – EA 40182 – Robert Ferraud/Charles McBride – Bermuda Dunes Zoning District – Western Coachella Valley Area Plan – 4th District.  Recommendation of Planning Commission for Adoption of a De minimis Finding; Adoption of a Mitigated Negative Declaration for Environmental Assessment 40182; Tentative Approval of ZC 7156 from One-Family Dwellings 12,000 square foot minimum (R-1-12,000) to Industrial Park (I-P); and, Approval of PP 20519 to construct and operate an approximate 13,200 square-foot warehouse and distribution building.

 

16.3     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on SPECIFIC PLAN NO. 284, AMENDMENT NO. 2/CHANGE OF ZONE 7061/TENTATIVE TRACT MAP 33170/PLOT PLAN 19962 – EA 39827 – Barratt American, Inc./Adam Streeter Civil Engineers, Inc., & T&B Planning Consultants – Rancho California Zoning Area – Southwest Area Plan – 3rd District.  Recommendation of Planning Commission for Tentative Certification of the Addendum to Environmental Impact Report No. 371; Tentative Approval of SP 284, Amd. 2, to modify the land use designation of Planning Area 6 from Medium High Density Residential (5-8 dwellings per acre) with a Specific Plan target density of 6.3 dwelling units per acre to Medium High-Multi-Family Residential with a new Specific Plan target density of 7.7, and it will transfer dwelling units within the Quinta Do Lago Specific Plan to accommodate this project proposal; Tentative Approval of ZC 7061 to modify the Specific Plan Zoning Ordinance Text for Planning Area 6 to accommodate a Multi-Family Cluster Development; Approval of TTM 33170, located in PA 6, a Schedule A subdivision to divide 20.8 acres into 23 multi-family lots, one park/private recreation site (lot 24), and 34 lettered lots for private road easements, open space drainage areas, and recreation areas; and, Approval of PP 19962 for siting, setback, and development footprint for the construction of 140 condominium units.

 

16.4     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on CHANGE OF ZONE 6902/TENTATIVE TRACT MAP 31993 – EA 39325 – GMX Construction, Inc. - Rancho California Zoning Area – Elsinore Area Plan – 1st District.  Recommendation of Planning Commission for Adoption of a Mitigated Negative Declaration for Environmental Assessment 39325; Tentative Approval of ZC 6902 to change the zoning from Rural Residential (R-R) to One Family Dwellings (R-1); and, Approval of TTM 31993, a Schedule A subdivision to divide 3 lots totaling 13.15 acres into 25 single family residential lots with a minimum lot size of 15,000 net square feet, and one lot to be used as a detention basin.

 

16.5     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on CHANGE OF ZONE 6916/TENTATIVE TRACT MAP 32024 – EA 39369 – Monte Vista Ranch LLC/K & A Engineering, Inc. – Sedco-Wildomar Zoning Area – Elsinore Area Plan – 1st District.  Recommendation of Planning Commission for Adoption of a Mitigated Negative Declaration for Environmental Assessment 39369; Tentative Approval of ZC 6916 to change the zoning from Rural Residential (R-R) to One Family Dwellings (R-1) Commercial Office (C-O), and Open Area Combining Zone Residential Development (R-5); and, Approval of TTM 32024, a Schedule A subdivision to divide 2 parcels totaling 39.5 acres into 70 single family residential lots with minimum lot size of 7,200 square feet (14.8 acres) 5 open space lots (9.6 acres), 1 commercial lot (7.4 acres), and a lot to be used as a detention basin for the surrounding tracts (0.5 acres).

 

16.6     TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on SPECIFIC PLAN NO. 282, SUBSTANTIAL CONFORMANCE NO. 1/CHANGE OF ZONE 7204/TENTATIVE TRACT MAP 32025 – EA 39396 – Lennar Properties and Morrell Family Limited Partnership, LTD, /T&B Consultants & K&A Engineering – Sun City Zoning District – Sun City/Menifee Area Plan – 3rd District.  Recommendation of Planning Commission for Adoption of a Mitigated Negative Declaration for Environmental Assessment 39396; Tentative Approval of SP 282S1 to eliminate the multi-family planning areas of Specific Plan No. 282, increase the acreage of the single-family planning areas and reduce the overall dwelling units in the Specific Plan from 485 to 198; Tentative Approval of ZC 7204 to change the zoning ordinance text for Planning Areas 3 and 4 for consistency with SP282S1 and TR 32025; and, Approval of TTM 32025, a Schedule A subdivision to divide 130 gross acres into 198 single-family dwelling units with lot sizes ranging from 5,500 to 6,500 sq. ft.
