 BOARD MEMBERS – Supervisor Stone thanked Supervisor Wilson for his Chairmanship in 2008, awarded him a plaque and gave a list of projects under Supervisor Wilson’s leadership as Chairman.

   STATE BUDGET UPDATE – Supervisor Tavaglione showed a short of California Finance Director Mike Genest on the Governor’s 2009 and 2010 Budget Proposal with a $41.6 Billion deficit and hi-lighted cuts mentioning the severe affect to local government.

3.10    ECONOMIC DEVELOPMENT AGENCY:  Desert Communities Redevelopment Project Area, Amendment No. 2 - 100 Palms, Oasis, Mecca, and North Shore sub-areas, and Mid-County Redevelopment Project Area, Amendment No. 2 – Garnet and West Garnet sub-areas, 4th & 5th Districts:

 

a.    Adoption of Resolution Nos. 2009-029 and 2009-028 making written responses and written findings to written and oral objection received in regard to the above project areas.

   b.      Adoption of Resolution Nos. 2009-006 and 2009-007 finding that the provision of low- and moderate-income housing outside the boundaries of the above project areas will be of benefit to the project areas.

The Planning Director recommends that the Board adopt an order initiating proceedings for the above-referenced general plan amendment to alter the site’s General Plan Land Use Designation from Community Development: Medium Density Residential (2 – 5 dwelling units per acre) to Business Park.

16.1    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on GENERAL PLAN AMENDMENT NO. 826 / CHANGE OF ZONE NO. 7402 / SPECIFIC PLAN NO. 362 - Van Cal Projects LLC – Terra Nova Planning & Research - Lower Coachella Valley Area – Eastern Coachella Valley Area Plan – 4th District.  Recommendation of Planning Commission for certification of Environmental Impact Report No. 489; Tentative Approval of GPA 826, to amend the Riverside County General Plan Land Use Element as it applies to the project site to eliminate the land use designation of Agriculture: Agriculture and Community Development: Commercial Retail (0.20 – 0.35 Floor to Area Ratio) and would establish a Community Development Specific Plan on the site; Tentative Approval of ZC 7402, to change the zone from Heavy Agriculture, 10 acre Minimum (A-2-10) to SP Zone and establish a boundary of the Specific Plan; and, Tentative Approval of SP 362, for a master planned community of 507.0 acres developed around a new College of the Desert East Valley Campus, which is planned on 95 of the 507.0 total project areas, of the subject property. While the College is part of the Specific Plan, all entitlements for the college will be processed through the State. The project is comprised of 2,560 single and multi-family dwelling units. In addition, the project incorporates land uses that will permit a community center, a fire station, mixed use areas, commercial, office park uses and a 2.3 acre site for an electrical sub station.
