OPENING COMMENTS:
BOARD MEMBERS
Supervisor Buster mentioned a key component of international trade and health is within the Agricultural Commissioner’s office at the grassroots level. The farmers work with increasingly difficult issues of pesticide use, safety, and compatibility and very differing trade barriers that arise throughout the world to keep our crops growing and healthy and to optimize our food production. Supervisor Buster thanked the Agricultural Commissioner and staff for leading those efforts.
Supervisor Stone mentioned his participation in the District Attorney’s Victim’s Rights Week Rally. He also mentioned the Safe in Your Arms presentation that recognized the police officers that have passed away in Riverside County. He then mentioned the release of 10,000 non-violent offender prisoners because of lack of jail space. He proposed we follow the example of Maricopa County and institute chain gangs to clean up the highways or animal shelters. He will schedule a meeting with the Sheriff and the Chief Probation Officer to see if this can be implemented within the year.
Supervisor Ashley mentioned the tour bus accident in Perris over the weekend and thanked the Fire Chief for his department’s job well done.
Chief Hawkins briefed the Board about the tour bus accident in Perris at the request of Supervisor Ashley.

15.2 TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: GENERAL PLAN AMENDMENT NO. 991 (FOUNDATION REGULAR) – Capstone Advisors/T&B Planning – Hemet/San Jacinto Zoning District – San Jacinto Valley Area Plan – 3rd District. The Planning Director recommends that the Board adopt an order initiating proceedings for the above-referenced general plan amendment to amend the General Plan Foundation Component on the subject site from Open Space, Rural, Rural Community and Community Development to Open Space, Rural Community and Community Development and to amend the land use designations from Open Space-Recreation; Rural-Rural Residential; Rural Community-Low Density Residential; and Community Development-Medium Density Residential to Open Space-Conservation; Rural Community-Very Low Density Residential; Rural Community-Low Density Residential; Community Development-Low Density Residential; and Community Development-Medium Density Residential.
